The engineering of high-voltage substations has long relied on 2D drawings as the primary carrier of design intent. While widely understood, this approach carries structural limitations. Errors propagate silently across disciplines, design data must be manually re-keyed at every project handover, and the drawing itself carries no queryable information beyond what is visible on the page. These are not problems of draftsmanship — they are the inherent limits of a process built on 2D representations of an inherently three-dimensional asset.

CIGRE Working Group B3.56 was established to document the state of the art in 3D and BIM-based digital transformation of substation engineering, and to provide practical guidance for utilities and engineering organisations seeking to advance their digital capability. This tutorial presents the key findings and recommendations of the resulting Technical Brochure.

The tutorial is structured around nine themes:

  1. The motivation for change;
  2. The data quality challenge that geometric 3D alone does not resolve;
  3. The target picture and maturity journey from 2D drafting to Digital Twin;
  4. S-BIM as the integration platform linking CAD, CAE, Scan2BIM/Scan2Twin, GIS and procurement in a Single Source of Truth;
  5. VR/AR applications for safety and operational training;
  6. The CAx technology toolchain;
  7. AI-assisted design and inventory workflows;
  8. Digital Twin architecture and lifecycle applications;
  9. Key conclusions and recommendations including the establishment of Data Quality Management frameworks with explicit validation gates.

The brochure draws on an international survey of utility practice, contribution cases from member organisations, and the collective expertise of a working group spanning eleven countries. Its central argument is that the shift from geometric 3D to information-rich S-BIM — with data quality assured at source — is the non-negotiable prerequisite for realising the full potential of AI-assisted design and automated grid operations.
