Abstract
Public procurement is the process of acquiring goods and services to carry out the goals and mission of a public organization. This process is guided by the principles of achieving best value for money, often using criteria related to price and performance as well as sometimes noneconomic criteria such as sustainability. Because of the large amounts of money spent by governments on the acquisitions of goods and services, white-collar criminals target the procurement process (and personnel) in a number of ways to achieve undue and illegal advantages from government purchasing activities; this abuse by white-collar criminals of the procurement process is referred to as procurement fraud.
